New Cold War:
Most conflicts in the international system reflect the new geopolitical rivalry, now that the economic power of the West (US) is in decline and so many poles of power are emerging. The most important element outside the main actors of the New Cold War is an independent power block in Latin America, independent of the institutional shackles of the OAS and Panamericanism, creating a new form of integration that would have been impossible 15 years ago, a new MERCOSUR, a new UNASUR and a CELAC without the Anglo-Saxon states.
